Goals
We aim to bring together trainees from a wide range of EU Member States to introduce them to the legal and technical background and to facilitate a comparative analysis of existing case law from the various Member States. Based on the Handbook developed in advance of the event, we will discuss real and hypothetical cases and provide additional elements to better highlight the challenges and difficulties faced in the application of fundamental rights in cases related with artificial intelligence and automated decision-making in the context of public administration. A problem-oriented approach, will be taken with particular focus on practical sessions based on hypothetical cases.
Content
The event will cover the following main areas of concern:
- Explanation of the artificial intelligence life-cycle and what technological issues are involved (tailored to the context of public administration)
- Fundamental rights issues in each life-cycle stage, based on examples of situations/cases
- Legal, regulatory and ethical frameworks applicable to each stage of the life-cycle of artificial intelligence systems used in public administration
- Ethical principles (e.g. transparency, explainability, impact assessments)
- Legal framework (international, regional and national), including case law
- Soft-law/policy framework
- Issues concerning liability and effective remedy
- Guidelines for judges on fundamental rights regarding each stage of the life-cycle of artificial intelligence systems used in public administration
