The EU funded JuLIA project has focused on the impact of the deployment of Artificial Intelligence (AI) and Automated Decision Mechanisms (ADM) on fundamental rights (FRs) in a broad range of contexts such as judicial decision making, health rights, administrative proceedings and consumer markets. This project has enabled judges, court officials, legal professionals and to explore, from 2023 to 2026, the legal relevance of the use of this new technology by the judiciary, public administration, health administration, and marketplaces - and assess its impact on access to justice, fair trial, good administration, non-discrimination, personal data and consumer protection.
Judges and court officials are placed in a crucial double position as potential users of these systems and as adjudicators of cases where AI and ADM have been used to assist in adopting a decision or to directly adopt it. In this capacity, judges and more generally, courts, are instrumental in upholding the principles of legality and fairness where AI and ADM are involved in decision-making. The goal of JuLIA has been enhancing judges’ professional tools to understand and adjudicate cases involving AI and ADM, being aware of their risks and ensuring the effectiveness and scope of Fundamental Rights. JuLIA has also aimed at contributing to the consistent application of EU law and fundamental rights. Within this framework, the Final Conference presented the project, its outputs and learnings, identified current challenges and set the future agenda to address them.
